(Communicated by Foreign Ministry Spokesman)
16 November 1999

Foreign Minister David Levy this morning (Tuesday) 16.11.99, met with United States Special Envoy Dennis Ross. The two men discussed the peace process, and both expressed optimism despite the difficulties and the recent "snag" with regard to the scheduled redeployment. The Foreign Minister described the matter as a "tactical rather than a substantive move on the part of the Palestinians."

The Foreign Minister and Dennis Ross also emphasized the need for discreet prior clarification on the cardinal issues by each side, so that the negotiations can make progress without unnecessary disruptions.

Dennis Ross told the Foreign Minister that the Americans intend to finance "People to People" projects, and they expect Israel and the Palestinians to submit joint proposals for such projects.
