Distinguished guests,

I am pleased to be a part of such a special event – an event which reflects more then anything else the friendly relationship between our two countries.

Although Israel is a very small country and China is among the world’s largest, today’s event serves as a testament to the rich and diverse histories of our peoples dating back to the beginning of human culture, to our shared values, and to our determination to meet the global challenges facing us in the 21st century.

Today we mark two occasions – specifically, 15 years of development and cooperation between MASHAV and China, and in general the 50th anniversary of MASHAV. It is indeed a time to celebrate the achievements of the past while preparing for the future.

The relations between our countries are unlimited in scope and human achievement, as witnessed by the special ties between Israeli and Chinese experts. These dedicated men and women from both countries have worked together to establish a fruitful and sustainable program of cooperation that has grown and developed throughout these many years. And MASHAV has made every effort to cultivate these professional relations and root them into a program of development cooperation. To these experts we owe our deepest gratitude.

The fact that MASHAV is today receiving this most prestigious award is due to the ability of our peoples to work together, to succeed together, and to strive together towards a better future.

Present here today are two of our experts – Mr. Yigal Cohen, who has just begun his third year as consultant to the agricultural projects in Urumchi here we have been able to save more than 50% of water usage for irrigation and increase yields by more than 30%.

The fact that Mr. Cohen has received three noteworthy awards within a period of one year is probably a world record – and this is even before the start of the Olympic Games…

Also present is Mr. Hochman, who has recently arrived to China to work at the Dairy Demonstration Farm near Beijing. It is a great source of pride for us that Israel and China have been able to successfully increase the milk yields from 4,500 liters per cow per annum to 10,000 liters per cow.

We are so proud to be able to dispatch two of our best experts to China. On behalf of the Government of Israel I wish to thank them for their hard work and steadfast dedication.

As we speak, many Chinese delegations are taking part in WATEC 2007, Israel’s International Water Technology Exhibition in Tel Aviv, headed by the Head of MASHAV.

Mr. Minister, at this time I also wish to commend China’s leadership on its vision, as well as your experts on their professionalism. No wonder that your economy is growing at such an unprecedented rate.

Mr. Minister, we are aware of your efforts to assist developing countries throughout the world, particularly in Africa, and that some of these training programs for African professionals have actually been carried out in CIITCA the China-Israel International Training Center in Agriculture in Beijing. We might therefore consider initiating a joint Israel-China Capacity Building Program for the Benefit of Africa, with training programs conducted both in CIITCA and in Israel.

The fact that some of the experts studying at CIITCA come from Muslim countries, I believe that China may serve as a bridge of goodwill and understanding between Israel and the Muslim world. Towards this end, let us enjoy SITKA and other MASHAV-CAIEP programs as a meeting ground between Israeli, Muslim and Chinese experts.

Mr. Minister, let me reiterate the commitment of the State of Israel to continue our partnership with China, and let me thank you again for this very special award which means so much to us.
