CABINET COMMUNIQUE

AT THE WEEKLY CABINET MEETING TODAY (SUNDAY), 12.09.93:

1. WITHIN THE FRAMEWORK OF THE MINISTERIAL COMMITTEE ON NATIONAL SECURITY, THE PRIME MINISTER AND DEFENSE MINISTER, THE POLICE MINISTER, THE CHIEF- OF-STAFF, THE POLICE INSPECTOR-GENERAL, AND THE COORDINATOR OF ACTIVITIES IN JUDEA, SAMARIA AND GAZA BRIEFED THE CABINET ON ON-GOING MATTERS.

2. THE CABINET, IN ACCORDANCE WITH THE PROPOSAL OF THE MINISTER OF LABOR AND SOCIAL AFFAIRS, AND WITH THE CONSENT OF THE FINANCE MINISTER, TOOK DECISIONS ON MEASURES TO REDUCE [THE EXTENT OF] POVERTY.

3. THE CABINET WAS BRIEFED ON THE UNIVERSITY STRIKE BY THE FINANCE MINISTER, THE EDUCATION AND CULTURE MINISTER, THE CHAIRMAN OF THE PLANNING AND BUDGET COMMITTEE OF THE COUNCIL ON HIGHER EDUCATION AND THE [FINANCE MINISTRY] DIRECTOR OF WAGES.

THE PRIME MINISTER, IN THE NAME OF THE CABINET, CALLED ON THE ACADEMIC STAFF TO RETURN TO WORK AND TO ENTER INTO NEGOTIATIONS.

4. THE CABINET RECORDED THE STATEMENT OF THE PRIME MINISTER AND DEFENSE MINISTER, AND OF THE FINANCE MINISTER, REGARDING THE FUNDING OF BENEFITS IN ACCORDANCE WITH THE LAW OF THE ABSORPTION OF DISCHARGED SOLDIERS, WHEN IT IS PASSED BY THE KNESSET.

5. THE CABINET RECEIVED THE STATEMENT OF THE UNITED STATES GOVENRMENT REGARDING ITS REQUEST TO CANCEL THE MUTUAL AGREEMENT OF 18.6.87 BETWEEN THE GOVERNMENTS ON THE ESTABLISHMENT OF A ‘VOICE OF AMERICA’ TRANSMITTER IN THE ARAVA. IN PRINCIPLE, THE ISRAELI GOVERNMENT WILL NOT OBJECT TO THE REQUEST OF THE UNITED STATES GOVERNMENT, BUT IN VIEW OF RELEVANT EXPENSES AND LIABILITIES NEGOTIATIONS MUST BE CONDUCTED BETWEEN THE GOVERNMENTS TOWARD FORMULATING AN AGREEMENT ON THE CANCELLATION, SINCE THE ISRAELI GOVERNMENT VIEWS THE UNITED STATES GOVERNMENT AS RESPONSIBLE [FOR THE CANCELLATION] AND FOR THE COMMITMENTS DERVIED THEREFROM. THE AGREEMENT TO BE FORMULATED WILL BE BROUGHT FOR THE APPROVAL OF THE CABINET.

6. THE CABINET APPROVED A NUMBER OF CHANGES TO THE NATIONAL PRIORITY PROGRAM WITH THE ADDITION OF YARKA, KASRA-SAMIA, GAZIT, EIN-DOR, AND DOVRAT AS AREAS OF CLASS-A NATIONAL PRIORITY; AND OF THE ‘EMEK ENTERPRISES’ INDUSTRIAL ZONE AS AN AREA OF CLASS-A NATIONAL PRIORITY FOR TWO YEARS.

7. THE CABINET APPROVED A TREATY ON AGRICULTURAL AND INDUSTRIAL COOPERATION WITH THE GOVERNMENT OF BELARUS.
