At the weekly Cabinet meeting today (Thursday), 21.8.97:

1. The Defense Minister, Deputy IDF Chief-of-Staff and the Director of Military Intelligence briefed the Cabinet on security matters.

2. Regarding the Palestinians, the Prime Minister said that Israel will not allow itself to be ridiculed. The Israeli government expects the Palestinian Authority (PA) to fulfill its obligations to fight terrorism.

The steps which the PA has taken in the security sphere up until now are only initial steps which have not fulfilled our expectations. Israel has proven its goodwill by transferring part of the funds to the PA at the beginning of this week. However, no one can expect the continuation of the peace process, while turning a blind eye to the fact that the PA is not fighting terrorism. In order for progress to be possible, and for the benefit of the PA itself, they must change the course they have taken up to now.

3. The Cabinet decided to approve an alternative plan to the "Build Your Own Apartment" plan. According to the plan, preference will be given to the "Tenant’s Price" system at those sites where the "Build Your Own Apartment" project has been halted. In the first stage, the intention is to try to implement this decision in Mevaseret Tzion.

4. The Cabinet decided to act towards developing a "protective package" for taxi drivers. The Cabinet assigned the Transportation Minister to examine the priorities of the "protective package" in accordance with the report of his ministry’s security division, in coordination with the Israel Police and the Counter-terrorism Staff. The Prime Minister pointed out that in light of recent terrorist incidents, the Cabinet will take steps to reduce the scope for possible injury to taxi drivers.
