PM Barak to US Secy. of State Albright: Cessation of Violence Precondition to Further Negotiations

Prime Minister and Defense Minister Ehud Barak met today (Wednesday), 4.10.2000, in Paris with US Secretary of State Madeleine Albright. Minister Amnon Lipkin-Shahak, Diplomatic-Security Staff Director Danny Yatom and attorney Gilad Sher also attended the meeting on the Israeli side; IDF Deputy Chief-of-Staff Maj.-Gen. Moshe Ya’alon was present for part of the meeting. US State Department envoys Dennis Ross and Aaron Miller and CIA Director George Tenet attended the meeting on the American side.
Prime Minister Barak said that a cessation of violence is a precondition to further negotiations and that Palestinian Authority Chairman Yasser Arafat must choose between proceeding towards an agreement or sliding into a confrontation for which he will bear responsibility for the consequences.
Prime Minister Barak detailed the violations of the agreements by the Palestinians, including those dealing with illegal weapons and shooting at soldiers and added that there can be no reward for violence. Deputy Chief-of-Staff Ya’alon said that the IDF is using live fire only it is fired upon in a life-threatening manner.
US Secretary of State Albright said that the meetings are very important in order to achieve quiet, break the cycle of violence and return to what she termed "a psychology of peace." She added that she will make it clear to Chairman Arafat that he is not beholden to independent Palestinian gangs operating on the ground, but that he is in charge and bears the responsibility.
