Dr. Nusseibeh signs commitment to Public Security Ministry allowing reopening of Al-Quds University

Public Security Minister Uzi Landau today (Monday), July 22, 2002, agreed to Dr. Sari Nusseibeh’s request and ordered the opening of the offices of Al-Quds University on the basis of the following commitment signed by Dr. Nusseibeh in the presence of Public Security Ministry Legal Adviser Police Maj.-Gen.Hanna Keller:

"I the undersigned, Prof. Sari Nusseibeh, president of the institution known as "Al-Quds University – The General Administration" (hereinafter referred to as "the institution"), located at 8 Nur-e-din Street in Jerusalem, adjacent to the Rockefeller Museum, hereby declare that I am authorized and entitled to undertake the following commitments and sign this document on behalf of the institution and its administration.

Following – and in continuation of – the order issued by the Minister of Public Security on 7.7.2002, which directed that the offices of the institution’s president and general administration be closed, on behalf of myself and the institution and its management, I declare and promise the following:

  1. The institution and/or those carrying out any of its functions whatsoever and/or those working on its behalf, will operate without any connection to the Palestinian Authority and, to this end, will not receive funds from the PA, will not serve as a "representative" of the PA, and will not hold any PA activities or any activities on its behalf or under its sponsorship.
  2. Neither the institution, nor those carrying out any of its functions whatsoever, nor those working on its behalf, will allow any PA activities or any activities on its behalf or under its sponsorship, to be held on the grounds of the institution.
  3. I will not engage in any actions related to my post as "holder of the Jerusalem portfolio" on the grounds of the institution.
  4. I am aware that on the basis of this commitment and in keeping with it, the aforementioned 7.7.2002 order will, at my request, be rescinded and that if this commitment, or any part of it, is violated, the Public Security Minister will act to close the institution forthwith, in accordance with his authority."
