Pres. Katsav to Canadian FM Graham: "PA reforms useless without halt to violence and terror."

President Moshe Katsav met today (May 27, 2002) with Canadian Minister of Foreign Affairs Bill Graham. The two men discussed the international community’s repeated efforts to bring security to the region.
President Katsav made it clear to his guest that while transforming the Palestinian Authority into a democracy is vital, it is insufficient as far as making certain that the PA changes its policies. The President added that he is acquainted with non-democratic authorities that fight terror, and said that reform of the PA will be useless unless it is accompanied by actions to wipe out terror. The President said that while the democratization of the PA is urgent and vital, an immediate cessation of terror is – at present – more basic and urgent.
