The Civil Administration this morning (Thursday), 30 December 2004, declared the opening of the Jerusalem Area Coordination and Liaison Authority at the Rama base, south of Ramallah.  The Authority joins eight others in operation throughout Judea and Samaria. The understanding that the completion of the security fence around Jerusalem will affect the daily lives of the Palestinians living in the area led the IDF and the Coordinator of Government Activities in the territories to decide to establish the Jerusalem Area Coordination and Liaison Authority.

The Authority will be a resource on “fabric of life” issues for the 110,000 Palestinians living in Judea and Samaria north and east of Jerusalem. The Authority will be staffed with Arabic-speaking coordination and liaison officers whose job is to be an address for the Palestinian population on issues having to do with passage between Judea and Samaria and Jerusalem, health, employment, religion, humanitarian affairs, etc. Authority officers will be stationed at the main crossings and at a reception office at the Rama base. Lt. Col. Shaul Peretz will command the Authority.
