FM Livni and European Inter-Parliamentary Union President Casini discussed the necessity of promoting a universal code of participation in democratic elections, which would prevent terrorist organization from exploiting the democratic system to gain control and power.

Vice Prime Minister and Minister of Foreign Affairs Tzipi Livni met today (Tuesday, 29 January 2008) in her Jerusalem Bureau with the President of the European Inter-Parliamentary Union, Mr. Pier Ferdinando Casini. In her opening remarks, FM Livni thanked Mr. Cassini for his speech in the Knesset yesterday regarding the memory of the Holocaust.
FM Livni and President Casini discussed the necessity to jointly promote a universal code of participation in democratic elections, which she has been promoting during the last few months in various international forums. Central to this code is the posting of a preliminary stipulation to the effect that terror organizations interested in participating in democratic elections must renounce terrorism prior to transforming into a legitimate political party. FM Livni said that "This stipulation will prevent terror organizations from exploiting the democratic system itself, by using democratic means to gain control and power, an occurrence which has taken place in several countries in the world."
The two agreed to continue the joint investigation into the methods and international forums best suited for the promotion of the initiative. FM Livni also briefed President Casini on the status of negotiations with the Palestinians.
