A terrorist cell, composed of nine Palestinians from the Ramallah region, was recently indicted for attempting an abduction attack of Israeli civilians in the Binyamin region during last March.

The terrorist cell executed several violent kidnapping attempts of Israeli civilians. The abducted civilians would be used for negotiations to release Palestinian prisoners. The cell was arrested in a joint Israel Security Agency (ISA), IDF (Zahal), and Israeli Police operation.

On March 11, 2012- The terrorists attack an Israeli driver near the Beit Aryeh community in the Judea and Samaria region. The terrorists blocked the road and attempted to pull the driver out of his vehicle, though he managed to escape.

On March 12, 2012- the terrorist cell attack a female Israeli driver near the Ma’ale Levona community in the Judea and Samaria region. Blocking the road, the terrorist attempted to shatter the vehicle’s windshields using heavy objects though the driver was able to escape.

On March 15, 20120 the terrorists attacked a female Israeli driver, in the car with her baby daughter, around midnight, near the Beit El community. The terrorists were able to prevent passage of the vehicle and even shattered its windshield using heavy objects, though they were able to escape the scene once another Israeli vehicle arrived.

The terrorists are affiliated with the Popular Front for the Liberation of Palestine organization, and prepared to carry out terrorist attack using electric shockers, tear gas, clubs, and a fake pistol. The cell used observers that alerted them when Israeli vehicles were approaching. The civilian they planned to kidnap would be hidden in a cave or a secret apartment in Ramallah, and even planned to film the abduction and post the video online, in order to advance the negotiations over his or her release.

The terrorists are associated with several other abduction attempts. During last March, the terrorists recognized two Israeli civilians hitchhiking at a gas station. The squad stopped for them and one of the Israelis almost got on, though his friend prevented him from going on. The arrest of the terrorist cell enabled security forces to thwart the planned attacks as well as any additional terrorist and kidnapping attempts.

During the first half of May, 2012, the Judea military court received indictments against the terrorist cell’s head, Mahmed Ramdan, and against other involved Palestinians also accused of previous offenses including severe kidnapping attempts.

The ISA stress that “This represents the motives of terror organization to kidnap Israelis and the threats they pose.”
