|Withdrawal of Israeli administration and forces form Gaza and Jericho, and the transfer of powers and responsibilities to Palestinian Authority. The Agreement includes:||Early transfer of powers and responsibilities in specified spheres, in those parts of the territories not included in the Gaza- Jericho Agreement. These spheres include:||Comprehensive agreement on the transfer of powers and responsibilities in the West Bank from Israel to an elected Palestinian Council.
