​​According to the law (Law on doctors, doctor regulations – test prior to internship, licensing examination and conditions for granting a waiver to the examination requirement), a doctor who has completed medical studies abroad and who seeks permission for an internship or for a license to practice medicine in Israel, is required to successfully pass a government examination in medicine in Israel. 
Under an amendment adopted in the Knesset Labor, Welfare and Health Committee on January 16, 2013, the USMLE in the USA will be sufficient as an alternative to the government medicine examination in Israel.  According to the amendment, a person seeking to take the government medicine examination in Israel, and who complies with all of the other legal requirements for it, will be eligible for a waiver from the government medicine examination in Israel as follows: 

  • Permit for a medical internship in Israel
    A doctor who has successfully taken the USMLE Step – 1, USMLE Step 2ck and –USMLE Step 2cs, will be absolved from the government medicine examination prior to the medical internship, and will be eligible for permission for a medical internship in Israel.  
  • Temporary permit to practice medicine in Israel
    A doctor who has successfully taken the USMLE Step – 1, USMLE Step 2ck, USMLE Step 2cs and –USMLE Step – 3, will be absolved from the government medicine examination prior to the medical internship, and will be eligible for a license to practice medicine in Israel.  
Remarks: 
  1. The amendment will be effective from the day of its publication. 
  2. The waiver applies as well to whoever has successfully passed the USMLE (including all of its steps as listed above) in the past.  
  3. In order to be granted the waiver, the applicant is required to comply with all of the other statutory requirements. 
  4. The waiver does not apply to whoever has taken the government medicine examination in Israel and failed. 
  5. Applicants will be required to comply with the requirements of the USA examination according to the changes that will be made in it from time to time. 
  6. In order to receive the waiver from the government medicine examination in Israel, an application for a license to practice medicine must be submitted to the department of licensing medical professions. The applicant is required to attach all of the relevant documents in the accepted format, and in addition, an official certificate of successful completion of the USMLE as specified above.  The certificate must be sent from the USMLE directly to the department of licensing medical professions.
